Israeli occupation authorities point to a “state of emergency” declared when the war started to justify holding them with no end date.

Some finished their sentences days after the war broke out. Others served a decade or longer. Mohammed Yousef al-Qudra, from Khan Younis in the southern Gaza Strip, completed an 11-year sentence in June 2025. He is still behind bars. Mohammed Abdel Karim al-Qadi finished a 10-year sentence more than a year ago. He has not been freed.

Mohammed Abu Tair and Ibrahim al-Shaer, both from Rafah, each served 10 years. Their time has been up for roughly a year. Neither has walked out. Mahmoud al-Atawna, Majdi Salem, and Hisham Harara each spent more than nine years. Their sentences ended about two years ago. All three remain locked up.

Naim al-Sharif from Rafah is 66.

The only pre-war Gaza prisoners who have been freed were released through exchange deals. More than 2,000 people detained during the war have been let go separately, but no prisoner jailed before October 7 has walked free after spending a full sentence.

The Center accused the occupation of holding these prisoners as an act of revenge and collective punishment against Gaza’s people. The occupation has killed tens of thousands, wounded many times that number, and detained more than 14,000. The destruction of homes, hospitals, and basic services has been aimed at driving residents out entirely.

Gaza prisoners, whether jailed before or during the war, have been stripped of every protection. Guards bind them in plastic restraints that cut into their skin and hold them in stress positions for hours. The abuse is daily. It is meant to break them.

A starvation policy has pushed prisoners to the edge of famine. What little food reaches them is barely edible. Prisoners have wasted away. Medical treatment is withheld. Since October 7, 2023, 52 Gaza prisoners have been killed by torture and the deliberate denial of medical care.

International human rights bodies have done nothing.

More than 38 prisoners from the Gaza Strip have completed their sentences in full.
